Hi, I was under the impression that I, as a blog owner has to put new article on my blog and readers will read it /comment on it. But one of my friend told me that visitors to the site can also contribute. Does Blog sites allow this? If everyone starts putting their own articles how and where to control.manage and at the same time, How to encourage such folks to help me put up with good articles.?

From my experience, blog readers contribute through comments and tweets. If you allow your readers to write on your blog, you stand the chance of them diluting your blog's brand and message. I would suggest you install the Discuss comment system, which makes it really easy for your readers to participate.

Assuming that you are talking about generic blog site (for instance, blogger.com); you can "actually" dis/allow people to directly contribute to your blog by writing blog posts(not just comments).

Incase of blogger.com, goto Settings-->Permissions-->Add Authors option.

Now anyone who would log in to the blogger using this(your assigned id) shall be able to write posts.
