I run a small business based on a wedding and anniversary venue. I would like to know if it´s a good idea to try to target potential customers by developing a Facebook Fan Page or should I first go about having a proper blog with information about it and some other things like photos and videos.

I run under a small budget and my time is limited. I will do everything on my own so I need some simple advices to start on Facebook and make the best to try to get some customers over my fan page there.

Could you provide me some guidelines? Which are the top 5 things I should do with it that could be according to my business?

Why not do both? A Facebook fan page will require much less time than running a blog will. But with a Facebook fan page you can configure it to link to your blog posts whenever you make them.

In order to attract customers you have to go where they are. They are on Facebook.

But remember to do it at the right time and the right way. To be Objective and alligned with the needs remember from the Name FAN PAGE meaning that you want Fans and Fans follow for something of interest for them, something they feel connects them with the business or individual.

Take for example Victorias Secret, those that are fans have a feeling of belonging with that company.

You need to drive that same feeling with your customers, as Splato said keeping updated with Blog Posts is one way to win over fans but it could be used to gain more customers with newer Fans joing as a result of hearing about your page through friends. How to capture those new fans and motivate them to become fans once they land on your page will be of high importance for your consideration.
