Well, these are two or three questions in one. That's OK. I think that the best way for you to start in by having a nice product. First you should know what you are gonna offer to your visitors. (what is the all blog about?)

After you do that, make sure that you explain your main points clearly and in a way that it doesn't take a huge amount of time to read your latest posts.

If you want to promote your blog, I would start with the Social Media using services like Stumbleupon and Digg, as well as Entrecard, MyBlogLog or Plurk. Don't forget about Twitter!!!

Post your Blog in Forums like Forum4bloggers that will help the Blog be known. You can also write a press release announcing your Blog and then submit it to a free directory.

That really depends most of all on what you consider to be "success" -- without more information, it's really harrd to give you constructive advice.

Create content and articles that people want to read.

This falls into one of two categories: entertaining or useful. Examples of entertaining content are failblog.org, perezhilton.com, and geekologie.com. They're just funny and take only a few seconds to read for a laugh.

Useful content is dominated by how-to articles. The blogs that I read as a programmer are ones that teach me something I didn't know. Your reader should come away feeling that their time was well spent, because he or she gained something that they can put to use in real life.
