When starting a short fiction story from scratch, which tools or platforms do you use to write out the general overview/plan?

For example: in the case of a book called Who Ate My Cheese, I really liked how well the structure flows in a very short amount of pages.

Google Docs and Word both have templates available.

Names, Domains, Sentences and Strategies

Microsoft Word should do the trick. Such programs make it easy to outline anything you can imagine. Or any old piece of paper, really.

Fiction has been written well, generation after generation, long before anybody thought of "tools or platforms". Shakespeare and Hemingway never suffered unduly from lack of a convenient app.
