How many community banks or banks outside the top 10 Credit Card issuers still fund their own credit cards? How many still underwrite them?

I am building a product that sells to banks that have credit card programs but I need to understand how card programs work better. I am really trying to understand the fundamental question: if I build a product that helps banks make credit limit increases how many customers will I have?
