The Huawei ban restricts Google, but does it also legally forbid US app developers from porting their apps to AppGallery?

Under the USA's Huawei ban, Google is forbidden to allow its Play Store and Mobile Services on new Huawei devices. Regardless of the wisdom and ethics of trying to work with China right now, just legally, are US app developers also forbidden from porting their apps to Huawei’s AppGallery?
