Align on a clear set of required education, experience and traits. Then cast a wide net to ensure a diverse candidate slate. Reach out to organizations, schools, communities and programs that are dedicated to connecting highly qualified underrepresented talent with companies that are doing meaningful and challenging work.

The most important thing to stop doing in early stages is hiring within your insular network. Diversity of thought comes from hiring people older than you, younger than you, from a different cultural background than you, from a different educational track than you, etc.
